Ravneet Kaur

Mrs. Ravneet Kaur joined the Competition Commission of India as Chairperson on 23rd May 2023. She has rich and varied experience of working with Government of India and Government of Punjab for over 34 years as a member of the Indian Administrative Service. Her professional experience in the field of Finance, Industry, Accountancy and Budget matters includes assignments with Government of India in the Departments of Financial Services, Disinvestment, Economic Affairs & Industrial Policy & Promotion and with the Government of Punjab in the Department of Finance and Industries. Her expertise in corporate affairs, management and business operations encompasses leadership roles as Chairperson & Managing Director of India Tourism Development Corporation (ITDC), EXIM Bank, India Infrastructure Finance Company Limited (IIFCL) & Punjab State Transmission Corporation Limited (PSTCL) as also as CEO of Punjab Infrastructure Development Board (PIDB), Punjab State Industrial Development Corporation (PSIDC), Punjab Communications Limited, Punjab State Civil Supplies Corporation (PUNSUP) & Northern India Institute of Fashion Technology. As Director on the Board of various development finance institutions, banks including Small Industries Development Bank of India (SIDBI), Punjab National Bank (PNB), Export Import Bank of India (EXIM Bank) and enterprises engaged in manufacturing activities, she gained valuable insights and knowledge in diverse sectors.

This was coupled with experience in public policy and administration as Secretary in the Departments of Revenue, Rehabilitation & Disaster Management, Cooperation, Forests & Wildlife, Labour, Food Processing, Power and Education. She has worked in quasi-judicial capacity throughout her career as Adjudicating, Appellate, Reviewing and Revisional Authority.

Mrs. Kaur has received many Awards/Medals during her academic and professional career including President of India’s Census Silver Medal and ISAW Women Achievers Award at ITB Berlin. She has done M.A. in Economics from Panjab University Chandigarh and M.Sc. in Public Economic Management from University of Birmingham, UK. She was also a Hubert Humphrey Fellow at Cornell University USA.  

Anil Agrawal

Shri Anil Agrawal belongs to the 1988 batch of IPS. He superannuated in April 2023 as Director General Police from Uttar Pradesh cadre. He has joined as Member of the Competition Commission of India on 19th September, 2023.

A Civil Engineer from BITS Pilani, he started his career as a software engineer in 1984, writing civil engineering application software.

He has served as the Additional Secretary to the GoI at DPIIT, where he handled some of the flagship schemes of Govt of India including Make in India, Investment Promotion, Startup India, e-commerce, Internal Trade, production linked incentive (PLI) schemes, technical regulations, several industrial sectors like consumer and light engineering industries including toys, white goods, leather, cement and paper; and international cooperation with select geographies. 

He has steered the flagship Startup India program from its infancy to give it a firm institutional framework. He has also pioneered conceptualization and institutionalization of 'Open Network for Digital Commerce' for democratizing e-commerce.

He was instrumental in designing and implementing the successful Production Linked Incentive Scheme for White Goods (Air Conditioners and LED Lights).

Previously, at UP Police, he conceptualized and commissioned world’s largest emergency response system- UP100 (now UP 112) for providing prompt emergency services to 250 million citizens anytime, anywhere in the State of UP.  This implementation has been recognized amongst top innovations in the country during Civil Services Day 2018: PM Awards for Excellence in Public Administration and Innovations.

He has served as Chief of Police (SSP/SP) of many important districts in UP- Lucknow, Varanasi, Gorakhpur, Ayodhya, Mainpuri, Shahjanpur, Farrukhabad among others; and the UP Special Task Force (STF). He has earned Hon’ble Supreme Court’s commendation for diligent enforcement of law.

He is an awardee of the President’s Police Medal for Distinguished Service and Police Medal for Meritorious Service apart from many other commendations. He has been conferred the BITS Pilani Distinguished Service Award in 2023.



Sweta Kakkad

Ms. Sweta Kakkad joined the Competition Commission of India (CCI) as a Member on 19th September, 2023. She is the first Member from the private sector to be part of the CCI.

As a lawyer, she has more than two decades of rich experience in dispute resolution handling varied civil and corporate litigations for Indian and international clients in different fora.

She has largely practiced in the Delhi High Court and has also handled several cases in the Supreme Court of India and other High Courts during the course of her professional journey.

She has dealt with cases before various Tribunals like National Company Law Tribunal and National Company Law Appellate Tribunal, National Consumer Disputes Redressal Commission, Debts Recovery Tribunal and the CCI etc.

She has handled cases relating to corporate insolvency resolution under Insolvency and Bankruptcy Code, issues of oppression and mismanagement, winding up of companies and schemes of merger, amalgamation and compromise and arrangement under the Companies Act, abuse of dominant position under the Competition Act. She has handled contractual disputes under the Arbitration and Conciliation Act, Transfer of Property Act, Specific Relief Act etc.

She worked with Mr. Amarjit Singh Chandhiok, Senior Advocate, erstwhile Amarchand & Mangaldas & Suresh A Shroff & Company. She seconded as Interim Chief Compliance Officer, WhatsApp LLC under the Information Technology (Guidelines for Intermediaries and Digital Media Ethics Code) Rules of 2021.

She was empanelled as a mediator with the Delhi High Court Mediation Centre and as an Arbitrator with Delhi International Arbitration Centre.


Deepak Anurag

Shri Deepak Anurag joined as Member, Competition Commission of India on 9th October, 2023. He is from the 1988 batch of the Indian Audit and Accounts Service (IA&AS). He retired in September 2021 as Additional Deputy Comptroller and Auditor General.

As an IA&AS officer he worked for over 23 years at various levels in the organisation of the Comptroller and Auditor General of India which is a constitutional authority and the Supreme Audit Institution of India. During this time, he acquired rich and diverse experience in the areas of public auditing, finance and accounts.

In his parent organisation, Shri Anurag has held important positions such as Additional Deputy CAG (Finance and Communications), Director General (Reports-Central), Principal Director of the Overseas Audit Office at London (responsible for audit of all Indian Missions in Europe), Principal Director of Audit for Air Force and Navy, Accountant General West Bengal and Accountant General Uttarakhand. In addition, he has held key positions such as Principal Director (Staff) and Director (Research and International Relations) in the Office of the CAG of India.

Significant audit assignments supervised by him include the “Certification and Financial Audit of Union Government Accounts” for the FYs 2019 and 2020 and the “Review of Compliance with the Financial Responsibility and Budgetary Management Act” for the FYs 2018 and 2019. He has also guided Performance Audits on subjects related to Defence, Health, Water Resources, IT and Telecommunications Sectors. An important audit that he oversaw was the audit of India’s “Preparedness for Implementation of UN SDGs” as part of an International Cooperation initiative.

Shri Anurag has also led teams of the CAG of India for the audit of UN ECLAC, UNWTO, International Maritime Law Institute and UN Treasury Operations. He has been closely associated with International Cooperation and Professional Development activities in the area of public audit and was a member of the Forum of INTOSAI Professional Pronouncements (FIPP) for more than two years. This forum is involved in International Standards setting for Public Sector audit.

In addition, Shri Deepak Anurag has worked for five years as Deputy Secretary/ Director in the Ministry of Steel and for five years as Joint Secretary in the Ministry of Defence. These spells have helped him get a sound understanding of public policy, governance and regulatory issues.

Following his retirement, Shri Anurag was empaneled as an Independent External Monitor (IEM) by CVC and assigned as IEM in PNB and UCIL. He was also nominated by IBBI as a member of the Disciplinary Committees of the three Insolvency Professional Agencies. In addition, he was also appointed as an external Expert in the Audit and CSR Committees of GeM Ltd.
